Speak with Kohlo-Lakolo at G-5 in Port Windurst and watch a cutscene explaining the current situation.
Kohlo-Lakolo will ask that you bring him a Rarab Tail, an item that is dropped by bumblebees. It can also be bought from a regional vendor (Baehu-Faehu) for 22-24 gil at G-5 in Windurst Waters (North)
Trade a Rarab Tail to Kohlo-Lakolo to receive your reward.
