Defeat a set number of experience-yielding monsters under the prescribed weather conditions.

Best location/near constant weather: Pashhow Marshlands against Water Wasp @ F-5. Level Sync is necessary at a minimum of 19, max 32.
Another great location if you have access to it is Dynamis - Tavnazia. Nightmare Hornets on the 2nd level (in the tunnels leading to where you would find the auction house and Nomad Moogles). Permanent Dark Weather. Bees check Easy Prey at 99, and aren't terribly difficult to solo. Can go in once per day, resetting at Japanese midnight.
Temple of Uggalepih is probably your best option for this trial. None of your options are really that good if you don't Level Sync but at least weather here isn't as uncommon as the zones mentioned below.
VERY rare weather: Crawler's Nest against Wespe - just make SURE to check the wasps there BEFORE attacking them as some check Too Weak at lvl 90, giving no xp and no credit for the fight. You could possibly be here for 4 real life days without seeing weather.
Wespes in Crawlers' Nest (S) are always EP at level 90. This zone is even worse than present day Crawler's Nest. Respawn time is 12-15minutes with only 6spawns.
Wespes in Crawlers' Nest (S) work even at 99. Found these at (G-7), not sure on which map though since I don't have it, but hopefully this will help others find them easier since they were difficult to find.
Another option is to get into a level sync party/alliance in Crawler's Nest, doing page 1 of Grounds Tome.
Huge Wasp in Konschtat Highlands if you find a way to level sync to 10-17ish.

As of new update this is no longer true they added bees decent challenge to lv 95 jobs in crawler's nest. New bees are called Vespo.
