This is the first Red Mage Artifact Armor quest - otherwise known as AF1.

Start NPC:	Sharzalion - Southern San d'Oria (K-6)
Requirements:	Red Mage Level 40+
Items Needed:	Orcish Dry Food

Walkthrough

You find Sharzalion at the bar in the Lion Springs Tavern. He wants some Orcish Dry Food.
To get this food, you need to get a key to open the Storage Hole which spawns randomly about Davoi. There is a Storage Hole at (G-10) and another at (J-8). Those are known, but it can spawn anywhere on the map. Even right at the zone to Jugner (proven).
Travel to Davoi and kill Purpleflash Brukdok (5 to 10 min between spawns) around (E-9) (might have to kill orcs in the area to spawn him). He will drop the Davoi Storage Key. This orc is a Black Mage and is around 45th level. He is resistant to silence, so keep that in mind when going to fight him. There is also a couple of orcs in the area who will link if you don't kill them first. WARNING: do not cross over the fence, they are Incredibly Tough to LVL 40 and Easy Prey to a LVL 70 RDM.
Note this is right by the ??? required for the quest To Cure a Cough, and also by the well for the Paladin Flag Quest. Starting these quests before you go to Davoi may save you some time if you intend to do them as well.
The Storage Hole spawns randomly around Davoi, so just hunt around until you find it. Trade the key to it to receive the Orcish Dry Food (key item).
Trade the food to Sharzalion to receive your Fencing Degen (Red Mage AF1).
The nearby ??? for the quest To Cure a Cough does not pop Purpleflash Brukdok. Instead he pops every few minutes directly to the west of it. If he is not there when you arrive, simply wait a little while. Being a Red Mage is not required for the fight, only to receive the quest.
