This armor set is strictly for the purpose of skilling up one's Combat and Magic skills. With +17% haste, weapons swing faster and magic recast timers gets ready quicker for faster skill-up. Reduced defense and stats makes it hard to fight any mob that reads Decent Challenge or higher, mainly in SoA areas, with the use of the full set alone. However, the use of one or two pieces in combination with higher and more suited piece of gear for these areas should be fine. Outside of SoA areas the full set use is OK for skill-ups only.
