As soon as I got to the entrance to Grauberg to start the quest I saw someone else just leave to escort their NPC "Reinforcement". When I talked to the Gate Sentry he told me that my "Reinforcement" hadn't arrived yet. So I figured that if someone is currently escorting the "Reinforcements" then you have to wait until they arrive at the stronghold before you can start the quest.

This doesn't need to be just done in Gustaberg. It can be done in any outdoors area Bastok has control of. My theory is that it replenishes NPC soldiers in the area you choose to do the Op in. --Skaw 19:34, 30 November 2007 (UTC)
I just did this for Passhow, and Bastok's fortifications in the area DID increase by one when I completed the mission. I don't know how the fortifications/resources for an area are decided, so I can't say for certain that I caused the increase. --Anobi 03:21, 16 January 2009 (UTC)
