I have recently been putting merits into third eye, I was very excited to find that 2 seconds were taken off the recast for each merit EVEN with seigan active. Theoretically, this means that with full Third eye merits the recast time with Seigan active will be cut down to 20 seconds. However, on my third merit, the recast time with seigan active did nothing whatsoever. My recast for third eye is still at 26 seconds. Is this a glitch in the game currently? If it is, where can I go to report it?
