My calculation for DPS: (3+floor(276*0.11)+23)*60*2/(300+86) = 17.41, which is pretty huge. 282 skill gives 17.72, 291 skill gives 18.03.
TP/hit: delay per hand is 386/2=193, so 5+(193-180)*6.5/270=5.31, truncate to 5.3.
