I've encountered this same problem, as soon as i hit 65 bonecraft all skill ups stopped and I even managed to HQ 2 out of 30ish synths. I'm sorta leaning toward a 65 cap on this Argosax 06:22, 4 June 2008 (UTC)
This is a 65 cap. I broke synth and got a skillup at level 60 on these. 7:04, 5 August 2008.
