This is an utterly amazing merit, considering you can *always* have either Vallation or Valiance up as long as they don't get dispelled early. With 5/5 merits (and Futhark Trousers, though I'm not sure how those affect it; I just never use Vallation/Valiance without them), the Fast Cast and Recast reductions are crazy. Especially if you have capped Haste gear (who doesn't nowadays?), Haste/March spells, and Fast Cast gear (the AF hat is 10% on its own).
