He does not need night time or fog weather (I always see people saying those -.-) to pop. He pops when one of the geyser erupt. Thats it. No other spawn conditions. I've killed it at day, at night during perfectly clear weather, and during fog. Coincidently, it always looks foggy round the geysers, especially when they go off.
