I couldn't get this at reputation 3, either. Finally just got it after finishing these quests: Don't Ever Leaf Me, No Rime Like the Present, A Geothermal Expedition, Raptor Rapture and The Old Man and the Harpoon. Either one of those is needed before starting or having "Don't Ever Leaf Me" active interferes with it. --Lilar (talk) 16:03, July 15, 2013 (UTC)
I have fame level 3 as well and I can't get it yet. I tried talking to the NPC before and after completing that other quest, and my fame level stayed the same (3). I have fame 2, I believe and I finished The Old Man and the Harpoon and couldn't trigger this quest so I believe it's a level 3. I'm changing the requirement on the page. Chimeran (talk) 18:37, August 2, 2013 (UTC)
