Storm spells provide the single weather effect, not the double weather effect; however, this will stack if the zone currently has the same single weather effect as the spell cast, giving a double-weather effect.
Weather effects have a random (33% to 50%) chance of giving a 10% boost to spells of the same element as the weather, while giving a 10% penalty to the opposite element. Elemental Obis give a 100% guarantee that the weather effect will activate.
