Changes: Song Spellcasting Time

Equipment that reduces Song Spellcasting Time reduces the casting time of songs.

Further notes:
- Stacks with other Song Spellcasting Time equipment.
- Stacks with the effects of Nightingale and Troubadour.
- Stacks with the effects of Fast Cast.
- Cast Time reduction caps at 50%, which can be brought to a 75% reduction with Nightingale.
