Notes

• Regen is 5 HP/tick.
• Dual Wielding two Rune Axes doubles the MP drain and the Regen effect.
• Even 1 MP is enough to trigger the latent effect, so after the user's MP has been drained, 1 MP/tick Refresh will activate the latent effect every other tick: one tick the user has 0 MP, so the latent is inactive and they recover 1 MP; the next tick the user has 1 MP, so the latent is active and drains the 1 MP.
