As of the September 19, 2011 update, new Perpetual Hourglasses can no longer be obtained because the Timeless Hourglass no longer functions.

Dynamis
Perpetual Hourglasses can only be obtained by using existing, obsoleted Perpetual Hourglasses. They serve no function in modern FFXI.
