Example Calculation:

A mana jammer gives +10 MDB without any maneuvers. If the Optic Fiber II were equipped, you would get an additional 10% of the +10 MDB, for an additional +1 MDB.

The calculation is also floored afterward, causing it to have no effect on small values like low level tics of Refresh or Regen.
