Harum-scarum is a term popular in the 20th century which meant wild, reckless, carefree, lacking a sense of responsibility. It is used as an adjective, adverb, and a noun. It appears to be a modification of a phrase, hare 'em scare 'em.
Harum-Scarum (1965) was also a critically-panned movie starring Elvis Presley, considered to be the worst of his film career.
Another phrase used to describe a terrible movie, both at the time and presently, is "A Bomb". While the phrase Harum-scarum has origins dating back before this film, it is likely an allusion to the family in which the Djinn shares it's origins/design, as well as this allegedly horrible film or "Bomb".
