Historical Background[]
In Japanese folklore (specifically from the Edo period). A Dodomeki is a monster with multiple eyes covering a feminine figure. Thieves and pickpockets would become a Dodomeki upon death. They existed at the city limits. Dodomeki was also called the Demon with Hundreds of Eyes.
Some descriptions state that only the ghost's arm's (and perhaps hands) were covered in eyes. Absorbing them through her hands, she would steal money from thieves. The coins would become eyes on her arms. Some accounts state the eyes are bird eyes. Some accounts state that the Dodomeki will walk the streets and ask people about their pasts. When the individual least expects it, they will pull up there sleeves revealing their eye-covered arms. This description seems a little less fantastic, as bird eyes were often tattoos given to thieves.
Zoku Hyaku: "They say that on someone who steals peoples' coins the eyes of a hundred birds will arise, and it is called the Dodomeki spook."
Kankan Gaishi: "A certain woman was born and her arms were long, and she was constantly stealing peoples' coins. These are the spirits of bird's eyes. She is named and called Dodomeki." (Long arms is a phrase for being a kleptomaniac.)
Mizuki: "A righteous yokai which possesses a bad person who steals money"
