Usually this means the software is reduced to USD $9.99 (from USD $29.99) and the World Transfer Service[1] is reduced to $9.99 (from USD $18.00) [2]
Users who wish to take advantage of the World Transfer Service discount must meet the eligibility requirements of the World Transfer Service.[3]
