The conditions of how this ability kicks in seems to be random. Although you do have a chance to avoid detection, it's recommended to rely on this as a last resort as there is still a good chance the enemy will aggro you if they can.
JP Wiki states that one of the following is true though it is hard to be clear which: either it narrows the fan shaped aggro cone for visual of about 60 degrees or lowers its distance or possibly both. Testing could reveal how it effects it and it is stated to only affect visual sensing range, not sound. Testing could be complicated in that it seems monster level and type can play a roll in the detection.
