This mission is started during the same cutscene that marks the end of Mission 2.
Head to Rytaal at the Commission Agency (K-10) to get access for Assault.
Wait one game day.
Talk to Naja Salaheem to finish this mission. She will also advise that you speak with Fubruhn (F-11) near the Residential Area if you want to hear more details about your Mog Locker.
